    History

    Malappuram is a district in the State of Kerala, South India with headquarters at the city of Malappuram. Malappuram district came into existence on June 16, 1969. Malappuram district is composed of portion of the erstwhile Palakkad and Kozhikode districts. It was carved out of Ernad taluk and portions of Tirur taluk of Kozhikode district and portions of Perinthalmannna and Ponnani taluks of Palakkad district.

    ADMINISTRATION OF JUSTICE

    Manjeri was the part of Malabar District under the British rule before independence. The Malabar District was divided into two Districts, North and South Malabar with Head Quarters at Tellichery and Calicut. In the South Malabar, there were Sub Courts at Calicut, Palghat, Ottappalam and District Munsiff’s Court at Alathur, Chowghat, Manjeri, Parappanangadi, Pattambi, Ponnani, Tirur and Perintalmanna.

    After the formation of Malappuram District on 16-6-1969, a District Court started functioning at Kozhikode with effect from 25-5-1970. Sri.K.M.Muhammedali was the first District & Sessions Judge of this district. The Court was shifted to the Court Complex at Manjeri on 1-2-1974. The building for the court was inaugurated by the Honourable Mr. Justice P. Govindan Nair, Chief Justice, High Court of Kerala. Sri. K.Karunakaran, the Minister for Home presided over the function.

    In Manjeri Judicial District , 24 Courts are functioning. The Courts are situated in various locations in the district such as Manjeri, Malappuram, Tirur, Perinthalmanna, Parappanagadi, Ponnani and Nilambur. Malappuram district Revenue head quarters is situtated at Malappuram, Judicial head quarters is at Manjeri.

    Additional District & Sessions Courts

    There are three Additional District and Sessions Courts are functioning in Manjeri Judicial District. Additional District & Sessions Court-I and II, court started functioning with effect from 7-9-2002 as Fast Track Court (Adhoc). Additional District & Sessions Court-III, court started functioning with effect from 7-1-2005 as Fast Track Court (Adhoc)-III. Subsequently the name was changed as Additional District & Sessions Court-I as per Official Memorandum No.D3(A)-84379/2007/D7/A of the Honourable High Court of Kerala dated 3-8-2013. As per the Government Notification G.O.(Rt) No.2427/2013/Home dated 2-9-2013, the Additional District and Sessions Courts has been constituted as Additional Motor Accidents Claims Tribunal.

    Special Court for the trial of offences under SC/ST (POA) Act Cases

    A Special Court for the trial of offences under SC/ST (POA) Act Cases started functioning at the Commercial Complex, KSEB buildings, Manjeri with effect from 23-2-2013.

    Family Courts

    There are two Family Courts functioning in this district, one at Malappuram and other at Tirur. The Family Court, Malappuram started functioning at Manjeri on 30-1-1999 and later shifted to Malappuram on 21-1-2006. The Family Court at Tirur started functioning from 19-10-2013.

    Motor Accidents Claims Tribunals

    There are two Motor Accidents Claims Tribunals functioning in this district, one at Manjeri and other at Tirur. The Motor Accidents Claims Tribunal/ Additional District Court, is situated just 50metres away from Tirur Railway station and 28km west of the District Headquarters city. This court was established and started functioning w.e.f. 30/09/1995 and later this court was re-designated as Motor Accidents Claims Tribunal/ Additional District Court as per G.O.(Rt)No.889/2011/Home Dated.10/03/2011.

    Chief Judicial Magistrate Court

    The Court was established in the year 1970 as District Magistrate’s Court, Manjeri as per G.O.(P) 116/70/Home dated 21-5-1970 – Consequent on formation of Malappuram District commenced functioning from 25-5-1970.

    Sub Court

    There are two Sub Courts are functioning in Malappuram District, one at Manjeri and other at Tirur.

    Munsiff Magistrate Court

    There are two Munsiff Magistrate Court functioning in Malappuram District, one at Ponnani and other at Perinthalmanna. There is historical evidence to show that a court was functioning at Ponnani from the middle of nineteenth century. Before the construction of the present court building, the court functioned in various buildings attached to the B E M Elementary School and famous Kandath and Palakkal Tharavads of Ponnani. Prior to 1901, the court was known as District Munsiff Court of Koottanad. In the year 1901 it was renamed as District Munsiff Court, Ponnani. In the year 1970 two separate courts – one Munsiff Court and one Judicial First Class Magistrate Court – were established.

    Munsiff Court

    There are three Munsiff Court functioning in Malappuram District. Munsiff Court, Manjeri started functioning on 25-5-1970 in the Chief Judicial Magistrate’s Court Complex and shifted to the new building with effect from 26-1-1974. Munsiff Court, Parappanagadi is one of the Civil Courts instituted by the British Government to capture the Judicial system from the local rulers in South Malabar. The institution and developments of judicial system in Malabar by the British Government have been described in the Madras District Gazetteers – Malabar Volume-1 published in 1951 by CA. Innes I.C.S. According to this book in 1812 an auxiliary Zillah Court was set up in Kochi and in 1816 District Munsiff Court was established. In 1918 District Munsiff’s Court, Parappanangadi was shifted to the present building. In 1921 Rebel Mob of Khilaphat Movement attacked this Court on 21st day of August, 1921 and caused damage to the Court building and set on fire the case records.

    Judicial First Class Magistrate Court

    There are Nine Judicial First Class Magistrate Court functioning in Malappuram District. Judicial First Class Magistrate Court-I, Manjeri started functioning from 15-11-1974. Judicial First Class Magistrate Court-II (Forest Offences), Manjeri court was established by GO(MS) 102/91/Home dated 6-8-1991 as “Special Court of Judicial Magistrate of the First Class for the trial of Forest Offences at Manjeri” and was later renamed as Judicial First Class Magistrate’s Court-II (Forest Offences), Manjeri. Judicial First Class Magistrate Court-I, Tirur started functioning with effect from 1-10-1977. Judicial First Class Magistrate Court-I, Parappanagadi court was established in the year 1979 as Judicial Second Class Magistrate’s Court, Parappanangadi, as per G.O.(MS) 94/79/Home dated 2-7-1979 and commenced functioning on 23-8-1979. Judicial First Class Magistrate Court -II, Perinthalmanna court was in existence as Sub Magistrate’s Court, Perintalmanna as part of Palakkad Judicial District Wing before the formation of Malappuram District. It was renamed as Judicial Second Class Magistrate’s Court, Perintalmanna (After Cr.P.C. 1974). It was upgraded as Judicial First Class Magistrate’s Court consequent on integration of Civil and Criminal Judiciary and renamed as Judicial First Class Magistrate’s Court-II, Perintalmanna. Judicial First Class Magistrate Court, Nilambur court was established in the year 1979 as Judicial Second Class Magistrate’s Court, Nilambur, as per G.O.(MS) 76/79/Home dated 29-5-1979. Later consequent on integration of Civil and Criminal Wings of Subordinate Judiciary, the court was upgraded as Judicial First Class Magistrate’s Court, Nilambur vide notification issued by G.O.(Ms) 31/93/Home dated 4-3-1993 giving effect from 1-1-1993.
